In an extensive report with only one reference to the Scottish Government, toward the end, we read:

The council said the cost would be split between the Scottish government (£63m), the local authority (£15m), walking and cycling charity SUSTRANS (about £9m), Scottish Water (£665,000) and Transport Scotland (£500,000).

So the SNP Government as the Conservative leader likes to call them, is funding more than 70% of the costs for flood prevention in a strongly Tory area.
