Care Quality Commission: The independent regulator of health and social care in England

I feel I must remind readers of my motivation here. I present this as information which can be used to compare with reports of alleged crises in health care in Scotland and the lies and misinformation propagated by members of the opposition and the MSM to undermine the Scottish Government.

As one care home in Scotland (in Skye) hits the headlines, 21 have been reported by the Care Quality Commission, in the last month alone, as failing on infection control across England to, as far as I can see, media silence. I have not check for reports earlier than one month ago but it seems likely that this is the tip of a very unpleasant iceberg.

This news follows the revelation that the proportion of deaths in English care homes is 62% higher than in Scotland:

Avon Care Homes Limited The Wells Nursing Home Henton Wells Somerset Date of inspection visit: 26 February 2020 28 February 2020 03 March 2020 Date of publication: 27 April 2020

Preventing and controlling infection: People were not always being protected from the potential spread of infection. Staff were seen moving between areas of the home wearing the same pair of disposable gloves or aprons. By not changing these between areas and washing hands they were removing the effectiveness of them.

Abi Oduyelu Nightingale House Crowstone Road Westcliff On Sea Essex Date of inspection visit: 05 March 2020 Date of publication: 14 May 2020

Preventing and controlling infection: The environment was not clean. The home employed a cleaner for five days however, the manager told us this was not enough to keep the home clean. The manager told us, “The cleaner only does 9 am until p.m. I have said to the owner it’s not enough.” The home did not follow infection control measures. For example, we found dried faeces on toilet seats throughout the home as well as faeces in waste-paper bins.

Preventing and controlling infection: The home was not clean. We found multiple infection control risks about the home. The kitchen had ingrained dirt, grease and stains on walls, shelves, skirting boards, pipes and the top of surfaces. The cooker extraction hoods were not working, when we tried them, due to a broken button and excessive grease and debris. The last infection control audit was dated 08 February 2017. The registered manager said they do not test for the risk of legionella, which can cause serious illness and even death if contracted. This placed people at risk of infection, disease and other illnesses.

Preventing and controlling infection: At our last two inspections, risks to people and the care environment in relation to cleanliness and preventing the spread of infection were not well managed. This placed people at risk of harm. Enough improvement had not been made at this inspection and the provider remained in breach of regulation 12. Areas of the service remained unclean, and we found staff were not routinely checking the condition of people’s bedrooms and bathrooms at regular intervals during each shift.

  1. Saw a report the other day that the chief exec of HC-One has packed in his job and returned home to the USA.

  2. Escaping justice?

    Another of their “care homes”, in Lanark, has had 22 victims of Covid-19. Seems that it is a company failing atbthe root of this breach of residents’ safety and well-being.

    Take all these for profit “homes” into public hands: retrain the staff and really make a safe, healthy, caring home for our elderly and infirm.

    1. BBC Scotland has opened another line of attack to divert attention from the ‘independent’ owners – What has the Care Commission been doing????

      Do they mean, apart from inspecting the homes, finding things to be addressed, advising and instructing the owners of improvements to be made???

      And, if the ‘independent owners don’t carry these things out – they could affect profits, dividends and bonuses, after all – then the Care Commission has to be at fault, mustn’t it? So, it must be the fault of the SG for not doing anything.

      Of course, the BBC is not the only one adopting this line. The Morning Star Scotland editor takes pretty much the same line.He quoted approvingly some weeks ago the statement by Tory donor Mr Kilgour on behalf of the ‘independent’ care home owners. Clearly, the old ‘BetterTogether’ clique is stillfunctioning.

If somebody in the BBC’s research department went into the Care Inspectorate’s website and read the published inspection reports and the other relevant information about their regulation of care services in Scotland, they would discover exactly what the Care Inspectorate has been doing for many years to improve care services in this country.
