
This was posted today on the Scottish Government’s announcements website. It took me five minutes to think what I would say.
I’m a 71.9 year-old volunteer.
None of our professional ‘journalisms’ is on this story yet. Will they be, later? I suppose it can be hard for someone young and vigorous to find and read a website, especially one hosted by their enemy, that SNP.
Anyhow here’s what the Ukraine Statement says, in brief:

Change to the residency criteria for access to tuition fee and living cost support- UK nationals and their family members who have fled Ukraine as a result of the Russian invasion.
Summary of aims and desired outcomes of Policy Relevant National Outcome(s)
We are well educated, skilled and able to contribute to society.
We respect, protect and fulfil human rights and live free from discrimination.
This policy reviews the current residency criteria and eligibility for student support for UK nationals and their family members who have fled Ukraine as a result of the Russian invasion. The desired outcome is to consider how to amend the current regulations, that of the Education (Fees) (Scotland) Regulations 2022 and the Student Support (Scotland) Regulations 2022, to enable individuals in this category to access tuition fee and living cost support for courses of further and higher education.
Recommendations and Conclusion
In conclusion, extending the current student support system would have a positive impact on UK nationals and their family members who have fled Ukraine as a result of the Russian invasion and arrived to live in Scotland. The Scottish Government considers that this proposed policy change can be objectively justified as a proportionate means of achieving a legitimate aim.

But hang on , this is help for British people returning to Scotland from Ukraine and Afghanistan ? Why should they be treated any differently to British people already living here in Scotland ? they might be wealthy have had a good job in Ukraine or Afghanistan I would say undoubtedly they did ,these are not refugees .
Why should for example , someone working in the oil industry or doing some well paid engineering work in these countries get special help they might already own a house here in Scotland they might still consider their home to be here in Scotland and their time in Ukraine or Afghanistan an opportunity to earn big bucks abroad for a while.
OK you normally have to be resident here 3 years to get help but I am certain that this money could and should be better spent on the poor , this money is being spent on already wealthy people.

UK nationals not just Scots?

Yes UK nationals coming to Scotland from Ukraine or Afghanistan .
They don’t have to be Scottish
They don’t have to have lived in Scotland before or already have a home here.
This is a way of increasing the number of English people living in Scotland incentivise them with free education okay we already do that but with a 3 year requirement that they must have been living here already for three years , clearly that three year requirement is dropped for English people living in Ukraine or Afghanistan who want to come and live in Scotland .

It is a bit of a strange one…not quite sure why Brit nationals should get special treatment in Scotland? Don’t they already have citizenship if Scottish and subjectship in England if English? Not sure about the benefits to Scotland re this, also, voting rights? Hmm.
