Who was responsible for signing off the opening of the QEU hospital in 2015
The Queen Elizabeth University Hospital (QEUH) campus in Glasgow began accepting patients in late April 2015. Operational responsibility for deciding the hospital was ready to receive patients sat with NHS Greater Glasgow and Clyde (NHSGGC). The well-documented Labour councillors on the Board at that time were:
- Malcolm Cunning — Glasgow City Labour councillor (later leader of the Glasgow Labour group). He first joined Labour in the late 1970s and was a long-serving Labour councillor.
- Maureen Devlin — South Lanarkshire Labour councillor. In November 2015 she was named among Labour councillors protesting at Holyrood.
- Alan Lafferty — East Renfrewshire Labour councillor for Clarkston/Busby. A later Labour successor described him as a long-serving Labour ward councillor from 1995 until 2022.
- Mark Macmillan — Labour leader of Renfrewshire Council in 2015. Contemporary reporting repeatedly identified him as a Labour politician and council leader.
- Martin Rooney — Labour leader of West Dunbartonshire Council in 2015. Official council material lists him as Labour. wdclabourgroup.
- Joe McIlwee — Inverclyde Labour councillor. He was elected in 2012 as a Scottish Labour candidate for Inverclyde South.
There were no SNP councillors on the Board at the 2015 opening.
From The Scottish Hospitals Inquiry Closing Statement by Counsel to the Inquiry following The hearing from 19 August to 13 November 2024:
The water system was filled many months before occupation, without filters in place as it should have been. Commissioning samples showed high bacterial counts (TVCs). A bypass around filtration was still in place into April 2015. Dead legs, debris in tanks, temperature-control failures and incomplete water-safety paperwork were already there at handover on 26 January 2015. Inquiry experts later called the defects in a brand-new system “completely unacceptable.” Those facts were known to contractors and some estates staff; they were not a secret inside the project.

The key written warning is the DMA Canyon L8 legionella risk assessment. Site work finished 29 April 2015 — two days after first outpatients. The report is dated 1 May 2015 and was hand-delivered to estates on 6 May 2015. It listed high-risk issues: communication failures, calorifiers off temperature, cold water up to 30°C, debris in tanks, flexi-hoses, no proper written scheme or named legionella leads. That is a formal “the water system is not safe as managed” document. It arrived as patients were already going in.
How many people are we talking of here? Enough for at least one to be talking to his local Labour councillor. If you’ve worked in a large institution, you’ll know how fast this kind of thing spreads.
Who would have been admitted around that time and in the darkest or ironies, after her tragic death, her parents ‘groomed’ by Labour’s Anas Sarwar?
You only have to imagine the media response had there been 6 SNP councillors on the board and none from Labour.
Was the Scottish Government informed of “the water system is not safe as managed” formal warning before the hospital opened?
No. There is no evidence the Scottish Government was given that warning before patients went in — or before the official opening in July 2015.
