From Housing Statistics for Scotland Quarterly Update: New Housebuilding and Affordable Housing Supply to end March 2026
The private sector built 13,494 new homes and started 11,018 new builds in 2025-26. Completions were down 8% (-1,217) and starts down 12% (-1,483) from 2024-25.
The social sector built 3,774 new homes and started 3,937 new builds in 2025-26. Completions were down 16% (-697) and starts were up 25% (790) from 2024-25.
Affordable Housing Supply Programme (AHSP) approvals and starts in 2025-26 increased compared with 2024-25: approvals by 42% (2,012) and starts by 37% (1,997).

These are significant and disappointing figures from the private housebuilding sector for last year and the year ahead to firmly locate any crisis in that sector.
This contrasts markedly with the Scottish Government funded-building programmes, up 42% in completions and 37% in starts, for affordable homes and up 25% in starts for social rent homes.
As of 31st March 2024, there were 2.73 million dwellings estimated in Scotland. Of these, 60% were owner-occupied, 23% were social rented properties, 13% were privately rented or lived in rent-free and 4% were vacant or second homes.
