From Worlds apart: skills and learning inequalities in the UK published by the Learning and Work Institute, ‘an independent policy and research organisation focused on lifelong learning and better work‘, in December 2024, the above graph and:
The proportion of 16–19-year-olds qualified to level 3 in Scotland (30%, though noting the qualification system is different to England) and West England (28%) is almost double that in Tees Valley (16%), Northern Ireland (18%) and Greater Manchester (19%).
and:
The proportion of people with high qualifications is on track to rise everywhere, but again with big differences between areas. The proportion would range from: 71% in London, 66% in West of England and 65% in Scotland; to 36% in Hull and East Yorkshire, 39% in Norfolk, and 40% in Cornwall.

“Scotlands” mejah insist Scotland should be just like Greater Manchester, cause Burnham (who was a disgrace as Health Minister) is always on BBC North (south of the actual north) to pontificate.
Labour-friendly like the BBC in Wales, and the BBC in Scotland USED to be when Labour could do no wrong, even when they were doing wrong.
Perhaps Prince Andrew should join the Labour party?
