Why is England behind Scotland on actual levels of toxic chemicals in our blood and birds?

Another wee misleading scare story from the Herald today – why are Scotland and Wales not testing for PFAS (per- and polyfluoroalkyl substances) as much as they are in England?

Might this suggest a reason? From the Guardian in February 2023:

Is anyone suggesting that Ireland, Wales and Norway are behind Belgium or maybe it’s because they, like Scotland, have better environmental standards, better water quality, reducing the need for such testing?
