There is no threat from anyone in authority that Glasgow is in danger of being moved into tier 4.
All the Herald’s Jack Haugh has is council leader, Susan Aitken, saying:
We are nowhere near out of the woods yet. Level 3 is tough but if we move to level 4 that will be awful. If we keep following the rules we can live more normal lives and protect thousands of jobs.
It’s just a local leader encouraging folk to keep going because the restrictions are beginning to work. See those ‘woods?’
She’s right. Glasgow is not out of them yet but it’s important for morale to know that it is beginning to get out of them.
The evidence is clear:
The average infection total has fallen from 372 on the 20th October to 201 on the 30th, 85%
More recently, it has fallen from 298 on the 26th October to 201 on the 30th, 30%.
The infection rate per 100 000 has, of course also, fallen:
The infection rate on the 31st had fallen to 35.8 per 100 000 people. It’s still too high but for perspective:

There is a definite threat from the UK government that unless Scotland goes into something like level 4,there will be no additional funding for businesses.
So,maybe the Herald is right this time.

The Herald aren’t tying business funding with tier level. They are doing the same as most other Unionist media, of trying to pressurise the Scot Gov into a lockdown, based on spreading lies about the virus going out of control. John has demonstrated the virus infection rate is going in the right direction.

In Germany mitigating action is taken when infection rates are more than 50 per 100,000.
