As you say, the English voters, in the main do not care or know much about things outwith England. The sum concerned is pretty small beer. However, it is directed at the ‘soft’ NOs/switherers, ‘Leavers, who voted NO’. It is to bolster the unionist vote.
I suspect that we will have a return to cinemas and theatres playing ‘God Save the Queen’ before or after performances with requests that patrons stand.
Talking-up Scotland 
Hope the English public are informed, they will not be happy , they couldn’t give a flying fig if Scotland goes ! .
