The East Midlands is the lowest for general productivity at 84.7% of the UK average while only hyper-stimulated and subsidised London is higher, at 128.6%. However, London’s manufacturing productivity, at 105.6%, is lower than that of Scotland.

Quick scan on the web and between 2007 and 2018 England’s population grew by 4.6million whereas Scotland’s only grew by 168 thousand. A rather salient point re number of jobs ‘created’.
