BBC Breakfast this morning on a £10bn rescue package for Thames Water, which would cost the taxpayer in Scotland a near £1bn share of that as it comes out of general UK taxation. We know by now that so called Barnett consequentials to compensate Scotland for this kind of thing rarely work and that the UK Government is more likely to cut the Scottish block grant anyway, as it pleases.
