MSPs have pressed ministers on why they have failed to implement a female genital mutilation (FGM) law despite it being passed in Holyrood six years ago. Karen Adam, the convener of the Scottish Parliament’s equalities, human rights and civil justice committee, has written to Kaukab Stewart, the equalities minister and Siobhian Brown, the community justice minister, seeking an explanation by Friday.
While I feel sure the ‘pressing of ministers’ is very well-intentioned, sharing the horror that such practices should exist, and agreeing that the law should be implemented, good reporting requires this key contextual evidence:
There have been no prosecutions for Female Genital Mutilation (FGM) in Scotland, ever, as far as I can see.
In August 2023, I reported on a Freedom of Information request::

The total amount of individuals convicted in Scotland, since records began, for forced female genital mutilation, attempted forced female genital mutilation or/and female genital mutilation.
Response
Offences of female genital mutilation etc., are prosecuted in Scotland under the Prohibition of Female Genital Mutilation (Scotland) Act 2005. The latest available information from the Scottish Government Criminal Proceedings database is for 2020-21 and shows there have been no people convicted in Scottish courts for offences under this Act.https://www.gov.scot/publications/foi-202300367988/
In the year ending March 2022, there were 77 FGM cases in England & Wales.
I tried for more recent years and found only:
As of 2025, there have been no criminal prosecutions for FGM in Scotland.
As of 2024, there have been no criminal prosecutions for FGM in Scotland.
No doubt, I’ll be told, she’s just reporting the news but we all know there are thousands of stories out there with far more in them but the editor chose that one in the run-up to an election.
