But wait, since 2009, seventeen years ago, Scotland began to pay kinship carers.

The situation now:

Scotland offers a uniform national minimum across all areas, ensuring equity for kinship carers (similar to fosters).1 England lacks this for non-foster kinship, leading to disparities.2

Scotland’s rates align closely with England’s. Scotland includes more kinship types without means-testing. Scotland’s system is more comprehensive and rights-based, while England’s is evolving through pilots to address gaps.3
