Why is Labour hiding the Block Grant Transparency report – further cuts to impose austerity on Scotland?

A Block Grant Transparency report was first devised and published by HMRC on behalf of the Westminster government in December 2017. This and subsequent documents in the series set out in detail how the block grants for the Scottish Government, Welsh Government and Northern Ireland Executive are calculated. These reports help ensure that the financial implications for the ‘block grants’ of key fiscal events in Westminster – Spending Reviews, annual Budget, other Financial Statements to the Westminster parliament and also end of financial year ‘Main Estimates’ – are documented in detail and made public.

This provision of this breakdown was established by the Tories as an annually updated and published account after the UK Government Budget: over time it became the intention to publish in June or July every year.

Where is the seventh edition, where is the June/July 2024 report? And if that was too early for the newly elected Labour government, where is the delayed publication? Despite careful searching online and failing to find a 2024 edition, am I missing something? Can anyone help?

Since the sixth edition was published in July 2023, we have had:
November 22, 2023 – Autumn Statement (Tory)
March 6, 2024 – Spring Budget (Tory)
End Financial Year 2023/24 – ‘Main Estimates’
October 30, 2024 – Autumn Budget (Labour)
March 25, 2025 – Spring Statement (Labour)
End Financial Year 2024-25 – ‘Main Estimates’.

Time for the British Labour Party in government in Westminster to match the Tories for transparency? Or am I missing something?

  1. https://www.gov.uk/government/publications/block-grant-transparency-july-2023. This report has been released annually since 1999/2000. There is another HMRC report called HMRC disaggregation of NIC and Tax receipts for the devolved nations. The last update for this report was 2019. I challenged HMRC for the 2020 tax receipts report and was told it was too expensive for the public purse. They had the information but didn’t want to release it. The HMRC ran a consultation on whether the report should be released. They had one response from the ONS who wanted it released HMRC said no as the information was available elsewhere. The tax receipts reports ran to 40 pages and was easy to read. By putting the financial information elsewhere it became difficult to get the information and where to find the information.

  2. Look up UK Gov whole accounts. Scottish Gov accounts. They can be compared.

    The Westminster Gov claim they cannot calculate the figures and release the figures. A click on a computer. They (under) estimate VAT etc. Scotland has to pay for stuff it does not need. Then does not have the funds for what it needs.

    Scotland has to pay for Trident, redundant weaponry.

  3. Westminster illegal wars, financial fraud, tax evasion. Cost Scotland dear. The bureaucracy at Westminster, London transport, Hickley Point, HS2. Westminster borrows and spends £100Billion on the rest of the UK. Scotland has to pay too repayments on the debt. Scotland cannot borrow to invest and grow the economy.

    Scotland raises proportionately more than the rest of the UK. Brexit costs Scotland £Billions. Scotland did not vote for it. Scotland in surplus in fuel and energy and nearer the source. Scotland has to pay more for it.

    1. They were fooled then, they ended up with another Tory administartion at WM, pretending to be ‘Labour’. Also their votes mean zilch because England’s votes are what decides who takes control of Westminster! Scotland might as well vote for the man in the moon, it would make no difference to the outcome of ‘UK’ BritNat elections.

  4. This is why an alternative GERS report is so essential and why it is inexplicable and unforgivable that the Scottish Government has not kept a promise made ten years ago to produce one.
