Looked after children are defined as those in the care of their local authority (Children Scotland Act 1995). There are many reasons children may become looked after including: facing abuse or neglect at home; having disabilities that require special care; unaccompanied minors seeking asylum, or illegally trafficked into the UK; or involvement in the youth justice system.
and:
On 31 July 2023, 12,206 children were looked after – down 2% since 31 July 2022 (12,447) and down 24% since 2012-13 (16,032).
During 2022-23, 3,004 children started to be looked after – down 1% since 2021-22 (3,037) and down 33% since 2012-13 (4,470).

I can see no media reporting of this.

Kinship payments help keep children within families. More total abstinence rehabs keep children out of care. Child benefits payments help end poverty. More support for youngsters coming out of care. Educational grants and accommodation. No council tax and other support.
