  1. It should be a source of pride to be Scottish . We are seen by ‘friend’ and foe alike as being a nation which has Public Services so far above those of lesser nations ( England , Wales … ) that , DESPITE having a clearly superior NHS , Railway , Water Service , Ferry …these services are held to a far higher standard than the failing institutions in the rump of the UK .

    Hence the constant and visceral criticism of OUR SUPERIOR SERVICES from those ( and their agents embedded in the Scottish media ) who have to live under inferior Public Services . They hold us to a higher standard and consequently jealousy drives their bitter and understandable lack of balance .

    Poor Things !

There is credible evidence emerging that Audit Scotland’s output regarding the Scottish Government has over recent years been riddled with subjective, headline-grabbing – perhaps headline-seeking – statements. There are times its output displays a tone of expression at variance with sober, evidence-based AUDIT procedures.

    To add to the evidence already on TuS, in order to illustrate subjectivity and tone further, it’s instructive to look at the report Audit Scotland published in February 2024 entitled ‘Briefing: National Strategy for Economic Transformation’ (NSET).

    To introduce this report, Audit Scotland states on its web site: ‘The Scottish Government’s 10-year economic strategy currently LACKS COLLECTIVE POLITICAL LEADERSHIP and clear targets.’ (my emphasis)

    Notwithstanding its headline-attractive, arguably damning assertion, in Para 11 of the actual report Audit Scotland states: ‘While IT IS TOO EARLY TO ASSESS THE SUCCESS OR IMPACT OF THE NSET this briefing highlights issues for the Scottish Government to consider and makes recommendations to support improvement.’

    So might it have been ‘too early’ to issue a negative judgement on ‘leadership’, and in such unequivocal, absolute terms?

    Arguably, the objective evaluation of ‘leadership’ is a tough one in any context and only gets tougher when also wrapping in assessments of the ‘collective’ and also the ‘political’.

    It’s hard enough EX POST to be able to make such judgements on objective evidence and with the kind of certainty the Audit Scotland text displays, but to do so when ‘IT IS TOO EARLY’ to judge success seems – let’s say – ‘problematic’!
