Stockpiled PPE has been released ONLY to care providers who can register with the Care Quality Commisison in England

I’m greatful to Gregg Brain (!) for tweeting the above and to TuSC feeder Brenda Steele for simultaneously emailing it to me. Strength in numbers!

It’s clear and unsatisfactory such that the Scottish Health Secretary must get back to Hancock and call him out properly.

The Care Quality Commission is the independent regulator of health and adult social care in England. Scottish care homes cannot register with them and thus will be unable to order PPE from the stockpile referred to.

  1. They changed the UK regulations on 10 April and told the 7 licenced distributors but not Scotland and Wales.
    Hancock needs to change that regulation.
    Maybe we should go direct to Bruxells and as for their help.

  2. There is only one mention of Scotland in the report as far as I can see. It occurs around para 1.53 – see below. These paras copied below deal with the UK wide approach and mention PPE being made available to them but that they also have their own procurement processes. Love to know what they are if not from companies in England who now deal solely with care homes registered with the Care Commission.

    1.52 It is vital that we meet this challenge as four united nations. At every step of the way we have ensured that we have worked side by side with the devolved nations and we have set up a weekly four nations PPE oversight board to manage demand and supply.
    1.53 Each of the Devolved Administrations has their own supply chain operation for PPE and is responsible for ensuring distribution within Northern Ireland, Wales and Scotland.
    1.54 We are working closely with colleagues in the devolved nations to ensure supplies of PPE are distributed equitably across the four nations . In the past week, we have authorised the release of nearly 20 million items of PPE to the devolvednations to address immediate shortages of specific items and we continue to work closely with the Devolved Administrations to meet the need for PPE across the whole of the UK.
    1.55 However, it is recognised that, in particular circumstances, Devolved
    Administrations are also pursuing their own sourcing of PPE to meet their
    particular needs.””

  3. I think this is probably the first time I have disagreed with any of your articles, but the basic thrust deals with denying Scotland and Wales the opportunity to purchase certain items of PPE from English suppliers.
    That’s wrong. The story should be about the stockpiling of 28 million peices of essential PPE by a Ltd Company which is owned by the UK gov for the sole purpose of supplying NHS England. The stockpiling is undoubtedly responsible for creating shortages in sourcing these particular items and whoever authorised this action must have known it would have that effect. It was a callous and vindictive act, and probably motivated Politically.
    The NHS in Scotland out performs England on just about every level and I have little doubt that this action was at least in part seen as an opportunity to undermine the Scottish Government. Unfortunately for the UK, and fortunately for us, it didn’t work because the SG were on top of their brief.

I have to agree with golfnut this is and was a deliberate attempt to reserve and capture the PPE and SNEAKILY distribute it through PHE under the auspices of the Quality Care Commission , unfortunately for them this duplicity has been exposed and they are scurrying to concoct believable????? excuses

    I also think Jeanne Freeman and the FM in accepting their LAME excuses have AGAIN MISSED an opportunity to expose the duplicity and corruption of WM and the contempt they hold for the citizens of Scotland
