Custodial sentences for periods of 12 months or less have fallen to their lowest point since the introduction of a presumption against short sentences.

The scheme – which the Scottish government has named ‘PASS’ – resulted in the lowest number of custodial sentences in November and December of 2019 since April 2017, at 665.

The proportion of all disposals accounted for by custodial sentences of 12 months or less fell from 12.8 per cent in April 2019 to 9.5 per cent in November 2019

While only a small number of offences that would be subject to the extended presumption have been disposed by the courts in the period covered by the publication, future publications will provide more detailed analysis.

Justice Secretary Humza Yousaf said: “Although very early days, we are beginning to see a modest reduction in our prison population. This data suggests our penal reforms are having a positive impact – reducing the number of short custodial sentences and encouraging the use of more effective community disposals – although it is too early to directly attribute changes in sentencing to the extended presumption.

  1. Oh that is good news. I’m glad it is being taken slowly as well – I’m assuming other forms of punishment/correction have to be implemented, and you wouldn’t want to overwhelm that system. Cheaper for us the less people in jail, better for reforming criminal behaviour apparently, so better for society overall.

    I was having a bit of a chuckle to myself – apparently David Davis has told the financial times that the EU will give Britain a good deal,,, because German car manufacturers want to sell us their cars – who knew eh? So then I spotted this tweet with a clip of Tony Benn saying exactly the same thing in 1975!

Just caught the tail end of Beyond 100 days, where the excellent Prof Danny Dorling (human geographer) is explaining to Katty Kay the decline in life expectancy in England: infant mortality in England: declining spending in health and local government leading to declining well being stats—-he also extolls the work of the Scottish government in moving in the opposite direction–England moving toward the US and Scotland moving toward Scandinavia.

    I haven’t seen it all (going to watch the footie) , but will catch it up. Well worth a watch.

    1. Ohhh, I do like Prof Danny Dorling – what is Beyond 100 days? Is it a programme on the big telly? Will you tube have it? Will I have to wait to see it?

  3. I probably don’t need to post a link to Craig Murrays blog: he has been attending the trial for Julian Assange. His report on day 1 is very good, really it’s good to hear of it from someone real that’s there – he is extremely scathing of the press journalists that attended, failing to report on substantial parts of the trial, apparently. I’m sure excuses like word count limitation would be heard if challenged. The whole thing is a bit horrific though.

    1. Oh! Well spotted Alasdair – or is the rest of us have become so lazy/overly critical (?) we don’t spot the obvious??

      Or are we becoming too inured to the constant barrage of misrepresenting we don’t see it any more,,, like everyone else? I think we all deserve slapped wrists for missing it. (I like to include everyone else in any punishment).
